Given that there are only a few female baddies on the show who fit that description, and Barbara has been particularly Joker-esque since she offed her parents in season 1, spent some time in Arkham Asylum, and started hanging out with the Galavans in season 2, it certainly seems likely that Jim’s ex-fiance will be taking up the Harley Quinn mantle in Gotham season 3.
